Use these ASAP as these are the only way your foot units can move between ships.

Flora is the boss here, not Camilla. She has frozen the sea, and so for the time being, your grounded units will be stuck. Before you initiate battle, disperse your royals along the map so that you have some in each major quadrant of the area. Spread out your healers as well, and bring some flying units along with you. Just keep them away from the Outlaws. As Azura says, our enemies have free range of movement while we must wait for the “tides to shift”. So hold your own, pair up units together to protect them, and keep your army healed while you hunker down.

There’s some other paths too.

Turn 6 will come eventually, giving you Dragon Vein options to finally access the other boats. This is why you should make sure you have your royal units spread out! Start off with the southernmost boat for the experience, it will be well worth it. Camilla’s retainers, Selena and Beruka, are waiting for you there, alongside Camilla herself. Camilla is by far the big threat up here though, so be ready for her (or unleash Takumi). You will face more reinforcements on Turn 7. Then you can start working your way to the northeast where Flora awaits you.

The boss is Flora, your retainer in Nohr, and Felicia’s sister.

Flora is relatively easy to defeat, just keep in mind the debuffing effect of Daggers and that similar to a Ninja, she can hit both at range and up close.

At the end of the battle, watch the scenes and you will recruit your older sister Camilla, the Malig Knight. Coming along for the ride are her two retainers, Beruka and Selena. Despite being a Malig Knight, Camilla’s Strength is much better than her magic. Being prepromoted and a royal sibling, she is incredibly powerful and will probably sit better as a Wyvern Lord later. Beruka sits a bit in Camilla’s shadow, since they both are in wyvern classes, but she is faster and more accurate. Selena is a Mercenary, a very basic, average unit, but will prove useful nonetheless. She is like a middle ground between the fast Hana and the bulky Hinata. She is also your first Mercenary! How about that?
