This quest won’t unlock until you get to the last part of Chapter 9, Allegoria. Ritter thinks Evan’s armor is a little lacking in the actual armor department, so he offers to make him some, but is lacking in the materials for it. The first item he needs is three Wild Leathers, which you can get from either Hunting Lodge No. 4 or No. 5. The next item Ritter requires is two pieces of stylish string, which you can get from any of the tier 2 or 3 Bazaars (Thriving, Bustling, Wondrous and Bountiful). The last item he needs is two tranquilium nuggets, which can be acquired from Mining Camps 2-5. Turn them in and you will finish the quest, earning yourself a new costume for Evan.
