Liberate Baron Lumber Mill
The first task given to you in the Whitetail Mountains is to liberate the Baron Lumber Mill, located to the east of the region. You’ll want to begin your approach from the zipline located in the hills to the northeast of the mill. Take the binoculars out and survey the area, of particular note is the Marksman on the roof. Once you’re ready and no cultists are nearby, take the zipline across.
Once you land on the walkway, take the first cultist out to your right once the opportunity presents itself and then stash the body near where you entered. Next, take the ladder up to the roof and head along it, hiding behind cover to avoid being spotted. There’s a cultist that patrols below you here (and the roof), wait for him to pass under and drop onto him.
From here, sneak around to your right until you come across a ramp leading up to the Marksman, you’ll have to make sure nobody is waching and then quickly get to him and dispatch him with a silenced weapon before taking the zipline over to the next roof and killing this cultist.
Climb down the ladder at the back of this building to discover a locked gate, take out a silenced weapon and shoot the lock on the other side to gain access. Head up the stairs of the tower that the Marksman was on and then climb the ladder leading into the centre of the compound, there’s a cultist to kill on the other roof here (he also patrols the walkway, wait for him to walk back).
This leaves you with just three more to eliminate, the first will patrol below the roof you’re on, a simple headshot with a silenced weapon works here. Finally you can head down on the nearby zipline and go right to kill the cultist standing guard on his own before finishing off the last cultist patrolling the area.
