This is a Materia that is only usable on Normal Mode and when set, will boost an item’s efficacy during battle only. This can be useful for items such as Ethers but for the most part, you shouldn’t be burning through items too much on Normal Mode and on Hard, you cannot use items regardless making this obsolete.
