Next to a duffel bag on a high-up walkway. To reach it, start by using a ladder on the northern side of a building south-west of the X17 Lab pin, and walk along the pipes. Watch out for anomalies and big jumps - when you reach a bouncy anomaly, make a manual save and try using it to continue along the upper walkway, or hop down and risk a regular jump over to the lower walkway where the armor awaits.
