In-game Description
A strange mushroom that glows softly in the forest at night. Cooking it into a dish unlocks the nutrients in its cap, resulting in a meal that will allow you to move stealthily.

Silent Shrooms outside the 
Mount Floria Cave, and on the walls below it.
2. Hyrule Surface Map

There are an abundance of Silent Shrooms on the small grassy platform at the bottom of the waterfall.
59. Hyrule Surface Map

Located inside the narrow alcove at the source of the waterfall at the north side of Tal Tal Peak.
Normally, Link cannot reach it. However, you can use 
Ultrahand to grab a long object, like a 
Long Stick, and place it through the gap, then attach it to the Silent Shroom.
Afterwards, try and grab the long object again or it may even float away from the gap by itself.
