Dropped by a zombie patrolling Lacuna Avenue near the Halperin Hotel. The key appears to be for a heavy-duty military case.
Location
Found on the Drill Sergent NPC, which spawns at the military checkpooint next to the Bel-Air exit from the Hotel Halperin map. It only spwns once you have defeated the Bride boss.

Drops from the Drill Sargent Zombie that spawns once you’ve finished the Major main story mission and you can return to Bel-Air. This opens the nearby lockbox near the military checkpoint just up the road.
