Beside 
Walden Pond, inside a raider-infested gift shop. Accessed by unlocking the Master-locked door to the basement, taking the key from a raider boss named Walter, or entering from a drainage pipe to the east. Once inside, the weapon is in the room right before exiting into the gift shop on a metal table next to a toolbox.
