This achievement can be earned towards the late game of a campaign. As the description suggests, you’ll need to have at least 21 other clans under your control. This will often occur naturally as you expand your kingdom and secure the loyalty of clans from different factions. It may take a while, but this achievement is at the heart of what most Bannerlord campaigns consist of: expand and conquer.
