At the edge of the room with a makeshift tower. Watch out - the building is full of monolithians.

On top of the Spark Bunker. You’ll eventually come here and get access during 
The Boundary, but to get the exosuit early, head for the wrecked train to the north-west (or anywhere with movable boxes / barrels). You’ll find fragile boxes inside, and can toss bolts at them to move them slightly. Kick one all the way to the bunker, then jump on top of it to climb the sides and reach the top.
