Inside a duffel bag on top of the roof. Climb on top of the truck nearby and jump across to reach it. Works with the Cuirass Exoskeleton.

Works with the Liberty Exoskeleton; found in the basement. To get inside, go through the big doors on the building’s northern edge. Explore the tight corridors to eventually find a locked kitchen area. The key’s location is currently unknown, but when you get inside, you’ll find the blueprint inside a safe - just try not to get zapped by the wandering ball of electricity.
