When you reach the hot air balloon ride in the 
Mountain area, turn left instead and look for some handholds. Climb up and turn left and you’ll see a fading man. Chat to him if you feel like it (he’s a bit of a downer, though) then look for a grapple point behind him.
Zip over and head to the right to find this Pictos guarded by two enemies.
