How to Acquire
- Begin the “M4-1-1: Wutai Units Found” series of missions during Chapter 2.
- Keep completing the Wutai missions until you eventually unlock Mission 4-4-3: Infiltration. Complete this mission to receive the item and gain access to the Sector 7 Shop.
