A woman calling for help on the radio is at Monarch Studios and has lost contact with her friend, Sebastian. You agreed to meet her there and help with the search. Oddly, there was also some strange beeping interrupting the call.

Obtained from the Radio at the Blue Crab Grill in Venice Beach, after completing 
The Giant-Slayer Main Quest.
