To travel to the Western Isle and find the Helm, first find and speak to Zalen at these locations:
- Forgotten Ruins
- Nameless Ruins
- Damdara
- Cantlin
- Galenholm
After that, speak with Over-Seer in Field of Flowers, and finally, Dream-Whisperer in the Shrine of Rain - she will teleport you both to Western Isle.
