You actually don't need HQ Level 3 to build Mission Guild. It can be built at LeveL 2.

Hey CykronPhoenix85, I couldn't remember if the Mission Guild became available at rank 2 or 3 as I unlocked it on my game a few days prior to doing this page, so thanks for letting us know! :)
