Atop the tower near 
Black Knight Garrew in the 
Fog Rift Fort. Near the building where you find Garrew, there’s a small gap to the east. Drop to the platform below, and then walk up the southern staircases where you’ll find a couple of ladders you can climb. Climb these to find the chest containing the Talisman.
