Inside the 
Ruined Forge of Starfall Past. Follow the linear paths, pull a lever to enter a second large room, then look for another lever on a raised ledge. Once inside a corridor that leads to the 
Smithscript Cirque, pull a lever and jump on top of the gate. This will lead you to a forge that gives the weapon when touched.
