Taylew’s Ruined Forge. After jumping onto the large suspended pipe, jump off at the end and you’ll eventually find a lever that tips the pipe in the opposite direction. Follow the pipe and jump off halfway to find a small room - the hammer is held by a corpse tucked behind some rubble.
