May not spawn if you’ve claimed both of the 
Vim power armors on the island already, as you’ll already have the schematics.
Location
Inside a terminal next to a set of power armor in the 
Vim! Pop Factory.
Effect
Unlocks the ability to paint T-51 power armor with Vim! and Vim! Refresh colours.
