Initially given as a reward for completing the 
Show No Mercy quest for the Brotherhood of Steel. After completing the quest, Proctor Teagan will sell them on the Prydwen.
After destroying 
The Institute with the Railroad or Minutemen, they can be purchased from Tinker Tom or Ronnie Shaw respectively.
Legendary Effect
Summons a Vertibird that the player can ride to their fast travel destination.
