It looks like this is bugged. I've tried this in the right order multiple times and reloaded my save and it doesn't work. Reddit thread with multiple people saying the same thing.
It is a little fiddly. The one "down the side" is on the northern side of the building. The valve "out the back" is behind the garage, by the blue truck. The final one, "on the forecourt," is between the fuel pumps in front of the garage. Hope that helps :)
