This duel is NOT unwinnable. Nowa needs to seemingly be at least level 24 and follow very specific commands. Someone posted a guide on GameFaqs and a video on YouTube of Seign's defeat. You don't have to accept defeat. This duel is a callback to the original Suikoden "unwinnable" duel where you had to be at least level 35 to win.

You need to be strong enough to withstand the battle and get your tension meter high enough to do enough damage to Seign when you do the breaks.
