Bolt cutters weren't at the marked location, but were in the same room as the Vermin Investigation personal letter. From what I read in different places, they've had their location changed several times, and may bounce between spots on different play-throughs. There's only ever 1 on the map per play though.

Just one thing though, in your excellent Sniper Elite 5: Wolf Mountain map, inside the Berghof I found the “FuhrerMuseum Concept Model” downstairs in the Berghof, not upstairs as stated in your map.
Oh well, nobody’s perfect.
