A Guard's Report

Sergeant,

As ordered, for the last couple days I’ve kept an eye on the butcher’s shop near the Eastern Gate. You were right – it’s just a front. A man named Andrei and his men are using the place as their hideout. I believe that they are buying and selling silver. For what reason, I don’t know. Maybe they’re in cahoots with the manumits?

I talked to a few of the lads who are more in the know about Silberstein – and they told me to drop it. They said that this Andrei is well-connected and the whole watch in that part of the city just turns a blind eye!

It looks like it’s only you and me, sergeant. We must find a way to break up this operation.
