Faron Wetlands. Home to a 
Smog mini-boss and a few spider-like / electricity-themed monsters.

Defeat the 
Drippitunes causing rain nearby, then light the two torches to open the entrance.
To progress further, you need to accept the 
Cotton-Candy Hunt quest.
