Description
I found a Growth Stimulant cannister, the B.A.R.D. serum Mother Jago told me about. The Voice in the Soil spoke to me, asking me to feed the serum to Oberon. Mother Jago told me I can access Oberon through the Windscale plant, by powering up the Interchange.
Hint
Go through Windscale to the Oberon site and feed the Growth Stimulant to it.
