Drops from the Drider you encounter in Act . You can either rget it early by joining the Harpers with their Ambush, regardless if you did the Mountain Pass or Underdark route, or atop of the Moonrise Towers if he survives to the point you fight Ketheric.

Effects/Special Abilities

Sting of Helpless: A drow elf wielding this weapon deals an additional 1-4 Poison damage against Restrained Targets.
Ensnaring Strand: Your attacks conjure thick, sticky webbing that possibly Enwebs your target.
