I got it when Wulbren and tieflings escaped via boat (i pointed them to Last Light Inn, but i guess you can point them anywhere). Before that i killed all the guards in prison, gave Wulbren staff (any bludgeon weapon will do i think) and he destroyed the wall in his cell, destroyed wall in tieflings cell. You can also get his Wulbren hammer (if you dont have bludgeon weapon on you) on second floor of prison tower. There were 3 gnomes and 4 tieflings, in case their number is important.
