Getting the Electric Charge
South of the Evac Building is a Power Core Station. Attack one the Power Cores and follow the road northwest.

Reseting the Charge Part 1
The electric charge won't last long, so you'll need to place it on another Power Core to reset the timer. You can find this Power Core just through the checkpoint, on the floor to your right.

Resetting the Charge Part 2
Once again, your electric charge won't last long enough to reach the camera. Fortunately, there is another power core along the way. Continue northwest along the path and look to your left to find two platforms protruding out of the wall. The Power Core will be underneath it.

Unlocking the Door
Hit the Power Core once again and use Reach onto the roof where the Camera is, or use the platfoms above the Power Core. On the roof, head over to the door and place the charge in the Power Core next to it.

Turning off the Camera
Finally, go into the room, and shut the Camera Down.
