Volcano Manor Questline

A Tarnished to be hunted, Rileigh the Idle is the second target you’re sent to invade and assassinate by Tanith, as part of the Volcano Manor questline. You can “invade” him by interacting with the red summoning sign southeast of the Bridge of Iniquity, northeast of the Old Atlus Tunnel, in the ravine leading to The Shaded Castle in the Atlus Plateau.
