In the basement of the World of Refreshment, which can only be accessed after completing the Power Play quest.

After exiting the elevator, go through the double doors in front of you, then the doors on your right to enter a ‘test area’. The schematics are on a table in the corner.

Effect

You can now build Quantum Grenades and Thirst Zapper modifications.
