This quest can be accepted from Tipp & Pill, but we’re not 100% sure yet what causes it to trigger. If you have completed the other delivery quests and it still hasn’t appeared, make sure you have met the Mask Maker on Mount Fay.
I confirm that you don't need to have 100% for this quest to trigger; it appeared in Act 2 for me personally.
Thanks for the info. Same for me, too. I know other folks have had some difficulty getting it to show up, so there must be an invisible trigger we're not aware of yet.
