Go up the north stairs (right of the altar) to find some crates. Break them for some shells and a grenade.

Located on the back of the truck. Open the shutter to acquire to them.

Found on a desk in the Attic.

Located in the gray container at the south end of the room.

Located in the gray container next to the fire engine truck.

Located on top of the oven on the second floor stairwell.

Reaching this involves you entering the stairwell on the fourth floor and then taking the stairs down.

You will be ambushed by enemies while doing this.

Located on top of the rubble, on the walkway.

You can access this area by going out the eastern door on the top floor of the library, and dropping down.

Located on the gray box opposite the container.

Located in the gray container near the rappel.

Found sitting on the ground in the southeast corner of the building.

Inside the closet on Insanity difficulty.

Found inside the Warped Closet on Insanity difficulty.

To reach the shells behind the wall here, lure the Chunk over and wait until it smashes through the wooden boards blocking the way.

On a cloth-covered crate at the top of the ladder in the Attic.
