Must be clear weather. You may need to complete the Wind Temple to change the weather back to normal.

We suggest camping at Sturnida Secret Hot Spring until the weather is about to clear up, then save your game.

After that, head south and check this location. If no Red Sparrow spawns, you can reload and try again. It took us a dozen attempts or so.
