The easiest way to find this is by standing on top of the large mountain above.

The geoglyph is of a sword, and the Dragon’s Tear can be found on the left part of the hilt.

If you can’t interact with the tear yet, you may have to accept the quest The Dragon’s Tears from Impa near New Serenne Stable, northwest of Central Hyrule.
