This shrine is located in the Gerudo Canyon area, just east of the Gerudo Canyon Skyview Tower. You will need to complete 
The Gerudo Canyon Crystal shrine quest before being permitted entry. For a full walkthrough of that quest, visit the following page.

The crystal is located further south. You can ride the off-roader with the Big Wheels nearby.
