To rescue Dillie, you need to use Ultrahand to attach the broken piece of ladder on the floor, to the ladder leading up to the exit. You need to grab the ladder by the end to ensure that you can place it vertically.

After rescuing Dillie, he’ll give you a Purple Rupee.
