Inside a cave beneath the signal tower that can only be accessed via portal.
Use 
Aard to activate one power crystal, then exit the tower. Hug the left wall as you re-enter to slip through a crack and climb onto some scaffolding - you’ll find the 
Power crystal just above your head.
Place it in its slot, use Aard to activate the second crystal, then jump through the portal to find the diagrams on a corpse.
