Description
Rogier is a sorcerer characterized by his large hat. He’ll begin by selling a few Ash of Wars but will begin a lengthy Quest.
Location
Sorcerer Rogier can be met in Stormveil Castle, in a room accessed via the rooftops at the 
Rampart Tower site of Grace.
