Purchasble from the Twin Maiden Husks in the Roundtable Hold for 2500 runes. You must first obtain the Somberstone Miner’s Bell Bearing [5], found in Crumbling Farum Azula.

You will also find these in large quantities as you reach the later areas of your journey, with Crumbling Farum Azula featuring plenty of them.
