Vincent cant be found during Chapter 12 in the 
Nibel Region in 
Nibelheim. Inside the Shinra Manor, challenge the player named Vincent to a card match. It is essential to achieve Rank 9 to engage him in a card duel. Defeating Vincent will earn you the 144 Emerald Witch card.
