To learn how to plant the seeds in this quest, you will need to use Compel Soul, which can only be done during the daytime.
After growing and then harvesting the plant, you may be given the option to ask different people to brew a potion from it, depending on who you have met. 
Anca will do it for free; other 
Medics will charge 100 coins. The 
Razkovniche Elixir you receive is the same regardless.
