In-game Description

Penn works for the Lucky Clover Gazette and can be found in Lookout Landing by the Lookout Landing before flying off to write an article about the Lookout Tower at the magazine headquarters somewhere in Hebra.
He is next found in the old Rito Stables (Now the Lucky Clover Gazette), working on a story about Princess Zelda.
