Deepback Bay Cave. Initially, the shrine will be flooded.
Look nearby for some holes you can descend. Just past a 
Like Like, there are some cracked rocks you can blow up. Eg. 
Fuse some 
Bomb Flowers to your arrows.
This will unflood the shrine.
