The Fun-Sized Forge will allow you to craft new pieces of equipment, once you find recipes for them, as well as allow you to rework items to improve their quality. Your goal is to reach the designated area, or to hit the little notch present. Almost every piece of equipment can be improved to +3, which is the maximum, and you can do this when you initially forge an item. However, you can also rework an item and steadily increase its quality to +3 by doing it one level at a time. Reworking costs Perfectionist Pearls, which you get for successfully crafting something from scratch, although you can also buy them.
