Ancient Zora Waterworks
Description
The 
Ancient Zora Waterworks is a vast cavern located under East Reservoir Lake.
To enter it, you must progress the main story quest, 
Sidon of the Zora. When you reach Floating Scales Island in the sky, you can solve a puzzle to create a pillar of light at the East Reservoir Lake.
Sidon will be waiting there. Speak to him and he’ll create a whirlpool so you can enter.
Inside, you need to change the water level to reach a Zonai terminal that allows you to cleanse a waterfall near Mipha Court, allowing you to reach the Water Temple.
After completing the Water Temple, you can return here to discover the water has been drained. You’ll be able to enter a hole in the ground leading to a 
Stone Talus (Luminous) boss fight as well as the 
Zora Greaves.

Accessible by progressing the main quest, Sidon of the Zora.
A pillar of light will appear in the center of the reservoir.
Once you tell Sidon about the pillar, he will head there to investigate.
Find Sidon and he’ll create a whirlpool so you can enter the pillar of light.
