Inside Kopeeki Drifts Cave. You’ll need to cross a frigid pond.
You can create frozen platforms using ice-based weapons/items.
There’s an Ice Like through the tunnel to the right that drops 
Ice Like Stone.
After creating one platform, you can 
Fuse the frozen platform to a weapon, transforming it into an ice-based weapon.
