You can find Armand in the Residences every day, a short walk to the east of the path that leads south to the Arcade. He will tell you the first part of his story. To complete the quest, you must return on two other days and hear the rest. During the third section of his tale, he will tell of a Quill Pen he lost some time ago. You can find it by smashing the red boxes in the closed shop near the Sorcery Shop in Old Town. Give it to him to complete the quest.
If you chose to read Ranulph’s journal during “The Avid Reader”, Armand is then available on another day to progress the “To Save The Sinless” quest.
