Simply examine the clocks (located on the map) for the time. You must be in full view of them in order to gain access to the examine option. There are a couple that may be difficult to get the prompt for. In North Station at the entrance, you need to stand quite far away to get the clock into full view. To check the time at the Clock Tower, you must examine the board at the back.
